<body>element and added random amounts of whitespace to every structural element on your page, and if IE4 got
<body>right but bungled padding, what kind of CSS was safe to write? Some developers chose not to write CSS at all. Others wrote one style sheet to compensate for IE4’s flaws and a different style sheet to compensate for the blunders of Netscape 4.
